Good point! I don't really know. I suppose you could argue that if someone is a well-known and respected artist, they are a 'good artist'.

Just as "scientist" refers to both an occupation and a... mindset, a way of looking at things, so does "artist", in my opinion! You can be both a professional artists who does it for a living, or you could just be someone looking to express him/herself through art, or take enjoyment in doing so...
